Texas Sunday Brunch Alcohol Rules: When Can Restaurants Serve Drinks?
The 10 AM rule, the food requirement and three brunch schedules to plan around—plus an interactive planner for Domingo, The Rustic Dallas and Haywire Plano.
Between 10 AM and noon, the alcoholic beverage must be provided during food service to the customer. The venue must also be licensed, open and actually offering beverage service. A brunch opening time alone does not confirm that its bar is serving.
A Sunday booking involves two clocks: the restaurant’s kitchen schedule and the permitted beverage-service hours. They do not always start together. Domingo lists brunch from 7 AM, for example, while The Rustic Dallas starts at 10 AM.
This guide focuses on choosing a workable brunch time. It separates current service rules from restaurant schedules, avoids assuming that every dinner restaurant offers brunch, and links each featured venue to its own menu page on Texas Restaurant Menus.
What Changes During the Morning?
A kitchen may already be serving breakfast or brunch. The ordinary restaurant morning alcohol window has not started.
Alcohol service to the customer must accompany food service. Confirm the restaurant’s own bar opening time.
The special morning food condition ends. The venue’s permit, service hours and other applicable rules still govern.
These periods describe the ordinary restaurant scenario. Separate provisions exist for settings such as hotel bars serving registered guests and certain event venues.
This Was Not a New Restaurant Rule in 2021
HB 1518 expanded Sunday off-premises beer and wine sales and introduced hotel-bar provisions. It did not create the restaurant 10 AM service-with-food rule: TABC’s 2019 mixed-beverage permit guidance already described that allowance. Grocery purchases and a restaurant mimosa are different transactions, even when both involve a 10 AM start.
Three Sunday Brunch Schedules Compared
Choose your city first, then check whether the brunch menu is still being served at your intended arrival time. These are published service windows, not guaranteed seating or last-order times.
| Restaurant | Published brunch | Meal format | Planning detail |
|---|---|---|---|
| Domingo · San Antonio | 7 AM–3 PM | South Texas menu, River Walk setting | An early food booking does not mean early alcohol service. |
| The Rustic · Dallas | 10 AM–3 PM | Jam & Toast, family-style | Price is per person; food is designed for sharing. |
| Haywire · Plano | 10 AM–2 PM | Hill Country brunch, multi-level restaurant | Earlier brunch finish than the other two; schedule listed on OpenTable. |
Holiday menus, special events and kitchen cutoffs may change the regular schedule. Ask about the last brunch order when booking near the end of service.

Which Brunch Fits the Occasion?
The right choice depends on where you are going and how your group wants to eat. The profiles below compare the setting and service format without assuming a particular table, wait time or crowd level.
Domingo — San Antonio
River Walk · South TexasDomingo is a practical choice when the River Walk is part of your day. Its published weekend brunch window starts earlier than the other two restaurants in this guide, making it an option for a food-first morning before sightseeing.
Why choose it: The riverside setting and South Texas menu give the meal a clear sense of place. Choose it for the location and food rather than treating its 7 AM opening as a beverage-service promise.
Before booking: Ask whether your reservation includes the seating area you want. An outdoor request is not the same as a confirmed patio table, and weather can affect the plan.
Domingo menu, dishes & prices →The Rustic — Dallas
West Village · Family-styleThe Rustic’s Jam & Toast brunch is designed around sharing, with a per-person meal format. Its advertised spread includes sweet and savory choices such as Eggs & Migas, Texas Hot Chicken, Biscuits & Gravy and Baby Fried Toast.
Why choose it: Shared dishes make it a useful option for a group that wants a common spread rather than separate individual entrées. Check how the restaurant handles dietary restrictions within that format.
Before booking: Ask for the current per-person food price, what is included and whether drinks are separate. For larger parties, confirm the booking process and any automatic service charge.
The Rustic Dallas menu & prices →Haywire — Plano
Legacy West · Hill Country brunchHaywire’s Plano restaurant offers a three-level setting at Legacy West and a dedicated Hill Country brunch menu. It is the most natural starting point here for a meal built around the Plano area rather than a drive into Dallas.
Why choose it: The setting suits a planned gathering or celebration. Make a seating request when reserving, particularly if a specific floor or outdoor area matters to your group.
Before booking: Its listed brunch ends at 2 PM, earlier than Domingo or The Rustic. A late arrival should be confirmed directly instead of assuming the brunch menu continues throughout the afternoon.
Haywire Plano menu & prices →What About Bottomless Mimosas?
Do not assume that ordering food makes an unlimited-drink offer lawful. TABC’s marketing guidance identifies an undetermined amount of alcohol for a fixed price—including bottomless mimosas—as a prohibited ordinary on-premises promotion.
A priced individual drink, a clearly specified serving and a private-event arrangement are not interchangeable offers. Ask what a promotion actually includes; this guide does not advertise or validate unlimited-drink deals.
A Better Brunch Plan Before You Leave
Checking a few details makes the restaurant choice more useful than a generic “best brunch” ranking. This checklist works even if automatic tools are unavailable.

Frequently Asked Questions
Can I order a Sunday mimosa at 10 AM?
For ordinary licensed restaurant service, the 10 AM–noon allowance requires food service to the customer. Confirm that the venue’s bar is operating at that time.
Can a restaurant serve brunch before 10 AM?
Yes. Food service and alcohol service have separate schedules. Domingo lists Sunday brunch from 7 AM; that does not make ordinary restaurant alcohol service available at 7 AM.
Did HB 1518 introduce the restaurant brunch rule?
No. The restaurant allowance predates HB 1518. The 2021 legislation expanded Sunday off-premises beer and wine sales and added hotel-bar provisions.
Which featured restaurant serves brunch latest?
Domingo and The Rustic Dallas publish Sunday brunch through 3 PM. Haywire Plano’s OpenTable listing gives a 2 PM finish. Confirm last orders for a late booking.
Are bottomless mimosas automatically legal if food is included?
No. TABC guidance prohibits ordinary on-premises promotions offering an undetermined quantity of alcohol for a fixed price. Adding food does not automatically make that offer lawful.
Does the planner check live availability?
No. It compares your chosen arrival with the published schedules in this guide. It does not check table availability, holiday changes, current bar operations or kitchen cutoffs.
